To administer the security, economic revitalization, and interfaith oversight of the Hiyat Peace Coalition region; to uphold the borders and corridors defined by the treaty; to protect all civilian populations equally; and to deliver a $75 billion reconstruction effort that rebuilds shattered communities within a 7-year transitional window.

Holy Sites Governance

Equal reverence, equal access.

Holy sites in Jerusalem β€” including the Temple Mount / Haram al-Sharif complex β€” fall under joint interfaith stewardship. The Third Temple will be constructed adjacent to the Dome of the Rock, with shared access corridors guaranteeing prayer rights for Jews, Christians, and Muslims. A Holy Sites Council with rotating denominational leadership administers day-to-day operations.

Coalition Structure

11 guarantors, one mandate.

The Hiyat Peace Coalition is led by a Head of Coalition (the United States) and a 10-Nation Guarantor Bloc: Israel, Palestine, Jordan, Egypt, Saudi Arabia, the United Arab Emirates, Qatar, Bahrain, Oman, and Kuwait. The Guarantor Council votes unanimously on security, economic, and interfaith matters; the head of coalition holds tie-breaking authority.

A 75,000-person Joint Security Force, a Joint Intelligence Center, and a Coalition Treasury complete the operational architecture. Full membership and voting rules are detailed on the Guarantors page.

Economic Reconstruction

$75 billion over 7 years.

A $75 billion reconstruction fund β€” financed proportionally by the 11 guarantors β€” rebuilds destroyed housing, hospitals, schools, water and power infrastructure, and transport corridors. The fund is administered by an independent Coalition Treasury with public accountability reporting every quarter.
