The Old City of Jerusalem is governed under a shared custodianship model managed by the Jerusalem Interfaith Oversight Body (JIOB). Every clause in this section is designed to protect what is sacred to each community.

The Shared Custodianship

The Old City under a single, shared roof.

The Old City is governed under a shared custodianship model, with the Jerusalem Interfaith Oversight Body (JIOB) managing access, preservation, and religious rights.

The JIOB is composed of representatives from the HPC, the Waqf, and the Israeli Rabbinate, who together manage access, preservation, and religious sensitivities. The body operates on a unanimous-consent rule for sensitive actions in the Holy Basin.

This is an unprecedented arrangement, requiring international guarantees and an absolute commitment to non-violence and mutual respect.

Dome of the Rock

Remains under Islamic custodianship. Guaranteed not to be removed, diminished, or physically altered. The status quo of Islamic authority over the Haram al-Sharif is fully preserved.

Al-Aqsa Mosque

Remains under Islamic custodianship. Worship, administration, and access continue as historically practiced. No alteration, no encroachment, no transfer of authority.

Western Wall

Unimpeded access for Jewish prayer and ritual at the Western Wall is guaranteed and secured by the HPC-MF.

The Holy Basin

No new archaeological excavations in the Holy Basin are permitted without unanimous consent of the JIOB. Both religious sensitivities and cultural heritage are protected.

The Third Temple

Adjacent, not on top of. Never in place of.

The vision of a Third Temple being constructed adjacent to the Dome of the Rock involves building it alongside, not on top of, and not in place of, existing Islamic holy sites. The Dome of the Rock and Al-Aqsa Mosque remain under Islamic custodianship and are not to be removed, diminished, or physically altered.

What this means

  • β€’ The Third Temple is built ADJACENT to existing holy sites β€” geographically separate, not overlapping.
  • β€’ The Dome of the Rock remains untouched in its location, form, and Islamic authority.
  • β€’ Al-Aqsa Mosque continues in its current status and administration.
  • β€’ Jewish, Christian, and Muslim communities share proximity in dignity.

Governance

Sacrifices at the Temple Mount

The concept of continued sacrifices at the Temple Mount is described as a carefully regulated, modern, and peaceful form of renewed sacrificial worship associated with the Third Temple vision.

Strict Regulation

Subject to strict legal, ethical, environmental, and interfaith agreements β€” not a unilateral practice.

Safety & Public Health

Practices occur only under conditions that prioritize safety, public health, and respect for all communities in the area.

Animal Welfare

Modern animal welfare standards are non-negotiable. Veterinary oversight, hygienic practice, and humane handling are required at every step.

Coordinated Oversight

Overseen by relevant religious authorities in coordination with international and local governance bodies β€” including the JIOB and the HPC.

This is presented as a conceptual element of the framework. Any such practice would be contingent on the broader political and interfaith settlement and would be subject to the unanimous consent of the JIOB and the international community.
